REFERENCE: Company will implement agricultural projects in defined regions with defined scopes

SOCAR and its co-venturers in the Baku-Tbilisi-Ceyhan (BTC) pipeline invite interested parties to submit their project proposals to implement certain agricultural activities in selected regions of Azerbaijan alongside the BTC.
Please be advised that the project funded by SOCAR Social Investments is aiming to develop small business ecosystem and improve social and economic conditions of people living in Hajigabul, Kurdamir, Ujar regions.
The project’s goal is to increase incomes and livelihood opportunities for poor rural people, raise and diversify domestic food production and increase the resilience of the rural economy and adaptation to climate change.
Social Investments are an ongoing initiative by SOCAR and co-venturers to promote long-term socio-economic development in the areas impacted by SOCAR and its co-venturers’ assets and activities.
Target Group
IDPs, families of martyrs, war veterans, retired military and local people coming from economically disadvantaged background aged 20+ will be main target group of the project.
It`s recommended to keep the total percentage of women beneficiaries around 50%.
Deliverables
We welcome applications from state registered legal entities with extensive experience and knowledge in agriculture, greenhouse installation.
To achieve the project objectives, the selected organization is expected to provide following services:
- Installation of greenhouses for 100 households, each with an area of 100 m 2;
- Provision of 100 farmers engaged in small livestock activities with a total of 20 feed grinding machines (at a ratio of 1 unit per 5 farmers), along with mineral-vitamin supplements and industrially produced feed, to increase their productivity and income.
- As a pilot initiative, the introduction of small-scale home-based biogas production in 30 farms in compliance with safety standards, with the produced gas being used for heating greenhouses or for other on-farm purposes, thereby contributing to improving the farmers’ household income.
- Organizing project information campaign in selected communities and selection of project beneficiaries;
- Development of curriculum and organization of technical and vocational trainings;
Project Duration
The start of the project should be scheduled for August 2026. The project must be completed before December 2027.
Project Proposal Submission Instructions (Project Proposal Template attached)
When writing their proposals, bidding organizations must mention:
- planned topics and duration of trainings;
- the approach to project implementation and sustainability and rationale;
- name and type of products they will offer and all the relevant costs for each service and product;
- all other relevant estimated costs;
- logframe, monitoring and evaluation plan, pertinent indicators (both quantitative and qualitative), gender sensitive implementation and evaluation plan, communication and visibility plan, anticipated risks and risk mitigation strategies, stakeholder analysis. implementation plan (laid out in months).
Appraisal Criteria
The project proposals will be subject to appraisal against the following criteria:
- Participation: ensure high level of involvement by local communities, authorities and entities in the design, planning, implementation and monitoring of proposed activities;
- Innovation: demonstrates an innovative approach to delivering long-term benefits to both SOCAR and co-venturers and target groups;
- Sustainability: introduce tangible, viable and long-term solutions to project/program target group(s) providing the project’s long-term continuity and financial credibility (i.e. beyond SOCAR and co-venturers’ funding);
- Operational capacity: Demonstrates professional competencies as well as appropriate qualifications necessary to complete the proposed action or work program. In this respect, applicants must submit the following supporting documents:
- 1) a summary of relevant activities implemented by applicant over the last five years
- 2) a CVs of the people who will be responsible for the implementation of this project.
- Capacity building: delivers significant skills/ knowledge transfer and/or capacity building for target groups; opportunity for wider application of methods/ results/ knowledge; prospect to be used as the basis for further projects;
- Price Analysis: considering the effort required to complete the task proposes reasonable and fair prices;
- Monitoring and Evaluation: clearly states how achievement of project objectives and success will be monitored and measured.
Monitoring and Evaluation
The project will develop an implementation log frame where objectively verifiable indicators will be established and monitored monthly. Regular on-site monitoring visits will be conducted to ensure that the project is implemented in compliance with rules and conditions agreed in the contract. Applicants must define:
- Key Performance Indicators (KPIs)
- Data collection methodologies
- Frequency of monitoring
- Reporting mechanisms (monthly, quarterly, final)
- Impact evaluation approach
Budget Requirements
Applicants must submit:
- Detailed budget table (Excel or equivalent);
- Budget narrative explaining each cost line;
- Breakdown by activity and region;
- Any co-financing or in-kind contribution (if applicable).
Legal and Confidentiality
SOCAR reserves the right to review and assess all submitted proposals, share proposals with external experts under confidentiality, and reject any or all proposals. Applicants must comply with applicable national legislation.
Environmental Considerations
Applicants must demonstrate:
- Climate-resilient agricultural practices;
- Efficient use of water and energy;
- Minimal environmental footprint of greenhouse systems.
Payment Terms
The currency used in budgeting is AZN. SOCAR makes payment through normal banking channels, within 30 days against invoice and original documents, and subject to receipt of satisfactory inspection report, if required, and acceptance of goods.
Please be advised that, all costs and expenses incurred by a submitter in preparing and submitting concept papers and/or proposals shall be to the submitter’s account. SOCAR is not liable for any costs related to the preparation and submission of concept notes and proposals.
