Operating in various forms since 1970, the OPD was incorporated into SOCAR’s Integrated Planning, Optimization and Logistics (IPOL) business segment in 2023, pursuant to a decision of SOCAR’s Supervisory Board.

The key facilities managed by the OPD include the Dubendi Terminal and the Shirvan–Baku, Dubendi–Boyukshor, Sumgayit–Boyukshor, and Baku–Novorossiysk oil pipelines.

The OPD operates 695 km of trunk oil pipelines of various diameters, 10 oil transportation facilities, 3 oil delivery facilities, 1 export oil delivery facility, 1 Sumgayit oil metering facility, 1 oil transfer facility, 66 power transformers, 27 substations, 61.944 km of overhead power transmission lines, 116.68 km of underground power transmission cables, and 55 pumping units of various types.

In total, the OPD’s has storage tanks with a total capacity of 584.9 thousand cubic meters. Of this capacity, 145 thousand cubic meters are allocated to transit oil, while 439.9 thousand cubic meters are used for the receipt, storage, and transportation of Azerbaijani crude oil.
